This happens to me a lot. Working towards something. Doing everything you're supposed to do, but things aren't happening fast enough, sometimes there are setbacks, sometimes progress feels like it's going backwards. It's demoralizing.
This often leads to overthinking and other mental strains that make it harder to do the work required to achieve the goal. If we take our foot off the gas, all that'll happen is things will get worse.
The best way I know how to snap out of this is to double down on the work. Even if it doesn't move things faster, the act of putting in more work at least tells me I'm doing everything I can to make it happen.
Plus our actions are the only thing we truly have control over. There will always be ups and downs. Good times and bad times. The key is to keep pushing hard no matter what is happening. Pushing during bad times helps you weather the storm. Pushing through good times gets you ahead.
A question I ask myself when times are really tough is: "What else am I gonna do?" I'm not giving up so I might as well get back to work.
